Very helpful guideline. But it would have been more helpful if you mentioned about which OS and developer platform phones should ppl buy. Like for me Symbian operating system and Series 60 platform that nokia uses is the best.

As Asif said, you should also mention about the OS and about the CPU (processor).

For me, a good phone at this moment is Samsung Omnia HD.

dont forget support. a lot of great phones end up being worse because of poor support.
